Anticipation in the context of climate change?
The climate change is likely to change the frequency and intensity of the extreme events. Therefore, it will be more difficult to define the thresholds in space, time, and magnitude for the activation of anticipatory action. Besides, in the context of climate change the weather and ocean dynamics will be more complex to predict.

My challenges with Anticipatory Action?
My challenge in the anticipatory action is to strike a balance between the forecasted lead time with socially and economically acceptable early actions for the effective reduction of the impacts from a hazard for the vulnerable communities in the hematein sector. Since the exposure and vulnerabilities are dynamic in nature, setting up a trigger model becomes more complex along with the activation of thresholds (when to act and where to act) in the multiple objectives driven sectors. The major challenge is to mainstream the FbF concept, and it’s benefits in reducing impacts in the government and development partners of DRR programme.

Emerging Impact’s experience deploying blockchain solutions for rapid and transparent cash and voucher delivery strongly indicates that the automation and predictive algorithms native to blockchain applications can be adapted for anticipatory delivery of digital cash assistance to those who need it most, thus providing a last-mile delivery mechanism for anticipatory action models (likewise, an increasing number of blockchain solutions are being explored in the use of parametric insurance, similar in principle to AA).

My challenges with Anticipatory Action?
The majority of FbF and AA approaches that I am aware of face the following challenges: a) strong focus on the provision of in-kind assistance rather than CVA despite evidence demonstrating improved outcomes in cash based approaches; (b), appear to struggle with traceability and monitoring on the delivery end in a manner that demonstrates attributable impact (i.e. mitigation of hazard-related impacts on communities); and (c) use multiple, non-integrated datasets to formulate AA/FbF program deliver approaches, such that actual delivery datasets (commodities, beneficiaries etc) are difficult to align with forecasted datasets, making it harder to draw clear causality between the action and the impact of assistance provided.
