Anticipatory action is growing fast in southern Africa with an inspiring range of actors collaborating to protect lives, livelihoods, and development gains as extreme weather events are increasingly frequent. How can governments and practitioners scale up anticipatory action quickly? How can we keep pace with growing needs, changing nature of risks and vulnerability, and the highly fluid household dynamics? The answer is robust Information Management Systems, cash-transfers, and a generous dose of vision and good spirits!

The presentation explains how early stages of collaboration in eSwatini and Lesotho look, as efforts are made to link in with national social protection systems and support government's efforts to provide shock responsive social protection early to citizens dealing with the impacts of climate change and poverty.

Beyond developing drought triggers – what does it take to integrate drought triggers into the national system?

WFP has been working on developing FbF systems for drought in Mozambique, Zimbabwe and Madagascar and collaborating with the local government agencies and technical service providers to develop drought triggers. During this session the key role of collaboration and partnership with local government agencies (hydro-meteorological services and/or DRM agencies) towards a government-owned FbF systems will be discussed. In a panel comprised of Governmental partners from the Zimbabwe, Madagascar and Mozambique projects, the questions of how to ensure Government ownership, robust and full integration of anticipatory actions mechanisms and drought triggers into national structures, as well as maximum sustainability of the drought anticipatory actions will be discussed.

The insurgency in Mozambique’s Northern province, Cabo Delgado, has induced a deteriorating humanitarian crisis and is tasking the humanitarian community to scale up response. A conflict analysis provided by one of the lead analysts from the Cabo Ligado Armed Conflict Location & Event Data Project (ACLED) will open the session before Red Cross Movement partners in Mozambique conduct a rapid feasibility analysis of what role - potentially - the Forecast-based Financing mechanism could play to allow for the implementation of early actions in conflict-stricken regions of Mozambique.

To date, most anticipatory action initiatives target rural regions of disaster-prone countries. This session will shed light on the potential and relevance of addressing the urban gap and developing robust anticipatory action mechanisms for the urban context. The Bangladeshi Red Crescent will highlight learnings from developing anticipatory action for heat waves in Dhaka before two southern African scenarios of early actions for urban disaster risk will paint the scene further: The complex, urban phenomenon of drought in Cape Town, South Africa, and cyclone impact on the city of Beira, Mozambique. How can anticipatory actions function in a best fit with the dense, dynamic and diverse characters of urbanization in southern Africa?

From seasonal to mid- and short-range forecasts: Where remain the main challenges in making forecast information ever more operational for anticipatory decision making and how can the forecasting and disaster risk management community come closer together to capitalize forecast information available in the region?

Anticipating Action: Using Early Warning indicators to Prevent and Mitigate Risks of Gender based Violence in southern Africa

Gender-Based Violence Area of Responsibility (GBV AoR)

The GBV AoR will present their Anticipatory Action framework: a draft set of early warning indicators for GBV that were developed using forecasting tools and risk platforms within the Food Security and Nutrition sectors. The facilitators, using interactive approaches, will guide you through the use of the framework with additional focus given to the identification of GBV risks and the implementation of “early actions.” This will also be a consultative forum, an opportunity for GBV experts to collaborate with practitioners from other sectors (specifically food security and nutrition), to gather feedback on the draft from a broad range of actors.

Towards community-focused Early Warning Systems in Southern Africa

To address the need for community focused early warning information, UNESCO is piloting a multi-focused approach. It builds further on the high-resolution multi-hazard early warning systems developed for several SADC countries using an open access, open source approach. Building on the identified communication gaps before, during and after Cyclone Idai, community radios are being implemented to bring this climate risk information and early warning closer to the communities. In collaboration with Red Cross Zimbabwe, further vulnerability assessments, simulations and early actions are being developed to complement these efforts, providing a more integrated approach to anticipatory action in support of a community-focused early warning system.
