The answer is robust Information Management Systems, cash-transfers, and a generous dose of vision and good spirits!
The presentation explains how early stages of collaboration in eSwatini and Lesotho look, as efforts are made to link in with national social protection systems and support government's efforts to provide shock responsive social protection early to citizens dealing with the impacts of climate change and poverty.

WFP has been working on developing FbF systems for drought in Mozambique, Zimbabwe and Madagascar and collaborating with the local government agencies and technical service providers to develop drought triggers. During this session the key role of collaboration and partnership with local government agencies (hydro-meteorological services and/or DRM agencies) towards a government-owned FbF systems will be discussed. In a panel comprised of Governmental partners from the Zimbabwe, Madagascar and Mozambique projects, the questions of how to ensure Government ownership, robust and full integration of anticipatory actions mechanisms and drought triggers into national structures, as well as maximum sustainability of the drought anticipatory actions will be discussed.

The insurgency in Mozambique’s Northern province, Cabo Delgado, has induced a deteriorating humanitarian crisis and is tasking the humanitarian community to scale up response. A conflict analysis provided by one of the lead analysts from the Cabo Ligado Armed Conflict Location & Event Data Project (ACLED) will open the session before Red Cross Movement partners in Mozambique conduct a rapid feasibility analysis of what role - potentially - the Forecast-based Financing mechanism could play to allow for the implementation of early actions in conflict-stricken regions of Mozambique.

The Bangladeshi Red Crescent will highlight learnings from developing anticipatory action for heat waves in Dhaka before two southern African scenarios of early actions for urban disaster risk will paint the scene further: The complex, urban phenomenon of drought in Cape Town, South Africa, and cyclone impact on the city of Beira, Mozambique. How can anticipatory actions function in a best fit with the dense, dynamic and diverse characters of urbanization in southern Africa?
